Floyd Hill Area Property Owners’ Association Meeting Minutes

Why create a Community Wildfire Protection Plan (CWPP)?

This is needed in order to give land owners grants/monies to help manage fire mitigation and get assistance with escape routes, tree thinning, etc.  Without approved CWPP plan you are not grant eligible.  Grant must also be 50/50 with 50% being matching funds.  Josh came up with $38k in matching labor funds from 104 homes participating in chipper weekends.  Floyd Hill is a high risk area.

John Chapman is willing to help at no charge to us, including significant GIS mapping services he will provide as we move through the process.  We have gotten the attention of the county with our chipper efforts over the past three summers and the County level CWPP they completed last year shows our entire area as an EXTREME risk.  –Hence his willingness to help us….his services will be covered by the Southern Rockies Conservation Alliance apparently.

John was very insistent that our CWPP needs to include all 3 HOA’s + Open Space if it is going to be properly recognized by the county regarding the potential for grant dollars, work crews, etc.

Next Steps: We need to get 1-2 people each from the Beaver Brook, Saddle Back and Open Space portions that know the area and are passionate enough about fighting the pine beetle epidemic, removing fuels, creating defensible space, thinning, etc that will commit themselves to +/- 5 monthly meetings starting in October and ending in the April/May timeframe.  We need people who care deeply about our trees and are willing to commit a little time to help us build a large scale, constructive plan to preserve them and protect our homes.  If you are interested, please contact Josh Lewis.

·         Playground Committee: (Nick Ragain, Brian Kleinwachter, Lou Montgomery, Tim Martinez, Jeff Hume, Pat Aiello, Siegfried Manke, and David Young)  None

·         Neighborhood Roadway Safety Committee: (Kris Lee, Linda Berteau, Whitney Thatcher, Jael Dale) Plan to have a spring kick-off with CCC Sheriff input.

·         Emergency Notification Committee: (Lou Montgomery. ·         Activity Committee: (Anne White, Holly Gangell, Joyce Chevarria, Linda Berteau, Jael Dale) Adult Halloween party Sat. 31st at Montgomery's house, costumes are encourage - adults only.  Participants/families wanted for shut-ins for Holiday carolers.

 

Old Business

·         Chipper weekend 34 participated 16 volunteers, paid for itself, costs recovered by fees collected

·         Master Plan passed plan without Level 2

·         SOLVE - Tommyknockers, Idaho Springs, October 7th, 6:30pm.  The mission of  SOLVE (Save Open Lands Vistas and the Environment) is to find a way to allow the purchase of the Williams property 17.7 acres at the base of Floyd Hill to be purchased as open space.  The Williams property is under foreclosure and is being offered for $1.95 million.  For Clear Creek Open Space to purchase the property the County Commissioners would need to approve the acquisition.  Currently Kevin O'Malley and Joan Drury are against this land being used for purposes which would not generate County tax revenues which will help offset declines in taxes from the Henderson Mine closing down in the next 10 years.  GOCO matching funds cannot be acquired by CCC Open Space unless they have the majority of the County Commissioners voting for acquisition of the Williams property as open space.  SOLVE seeks to find an alternative way to maintain the Williams property 17.7 acres as open space.
