Presentation

Ted Brown, Weed Supervisor of the Clear Creek County Road and Bridge Department, spoke for 40 minutes on 15 non-native noxious weeds that grow in Clear Creek County, and how to control them. Each Colorado County has adopted a noxious weed management plan in response to the Colorado Noxious Weed Act (revised in 2003). Clear Creek hopes to urge cooperation of private landowners to eliminate/manage weeds that disrupt native vegetation and ecosystems. Examples are the toadflax, knapweed, leafy spurge, thistle, and Chinese clematis. Spraying a mixture of Milestone and 4-D Amine can control twelve of the targeted noxious weeds. This solution kills broadleaf plants, but not grasses. The County hopes to offer private landowners a portable backpack with the proper herbicide mix at cost, to kill noxious weeds and to encourage native plants to revegitate affected areas. President, Jim White, called the FHAPOA Business Meeting to order at approximately 8:10 pm.

Minutes from May 24, 2007 Meeting: Anne White motioned to approve the prior meeting’s minutes as submitted. Karen Dobel seconded the motion. All present unanimously approved the May Association meeting’s minutes.

Committee Reports:

Road and Bridge Committee *: (report by Pat Aiello)

Pat attended a recent County Road and Bridge meeting outlining the County’s plan to upgrade deteriorated County roads. Even if the proposed 6 mills levy passes this fall, paving the roads on Floyd Hill is not an included project. Pat will continue to investigate the level of interest for creating a Special Floyd Hill Road District whereby the County would offset 25% of the cost of paving and the landowners with road access would fund the additional cost over a 10 year period.

The County has the authority to ask homeowners to clean clogged culverts under their driveways. The Homeowners’ Associations’ past attempts to alert the County of problem culverts have been ignored. The Homeowner’s Association will continue to urge the County to enforce proper culvert maintenance via voluntary cooperation, fines, and/or liens.

Playground Committee: No report

Handouts were made available on “Considerations for Preparing Your Companion Animals for a Disaster Situation” published by the Gilpin County Animal Rescue Team and the Jefferson County Horse Council. Anne White disseminated information on “Living with Fire”.

 

Development Master Plan Committee: report by Mike Cheverria
Requests for Proposal have not all been returned to the County for planning commerce near the intersection of I-70 and Floyd Hill. Since Floyd Hill is considered the Gateway to Clear Creek, a positive image for I-70 travelers is important to the County. The Development Master Plan Committee is working to define appropriate development at the base of Floyd Hill with respect to water usage, waste disposal, safety, traffic flow, and quality of life for Hill residents.

Water Response Committee*: No report
This Committee strives to maintain the purity and to conserve the quantity of well water aquifer available to Floyd Hill. Water wells in the area currently vary in depth from 525 to 1,000 feet. To illustrate depletion of water resources over time, area wells in 1972 operated at a depth of 325’. New well costs can easily reach $15,000. Alternative sources of water for Floyd Hill could include a project to pipe water from Idaho Springs (estimated cost of $10 million), or through Beaver Brook or Lookout Mountain reservoirs water access.

Activities Committee*: report by Jael Dale
A family potluck picnic for Floyd Hill families is scheduled for Saturday, August 25th from 11:30 am to 6:00 pm. The event will take place near the tennis courts by Clear Creek High School, at the proposed playground site. Invitations for a Hawaiian theme party will be mailed in July to all FHAPOA paid members. Each attendee is asked to bring a side dish and a lawn chair. Volunteers are needed to help with decorating, set-up, and clean up. The Association will furnish a fried turkey, hamburgers, hot dogs, soda, juice, and water. Tables, chairs, shade canopies, paper products, and utensils will also be provided. Door prizes will be awarded. Events throughout the afternoon will include: egg and spoon races, a potato sack race, a beanbag throw, pin the monkey on the tree, break the piñata, and horseshoe and limbo competition. A port-a-potty will be available. Bring your whole family and enjoy a great day of fun with your neighbors from Floyd Hill!

Old Business: report by Linda Berteau

The Floyd Hill/Saddleback Mountain annual flea market on June 23 was successful with over 15 booths and a steady stream of patrons throughout the sunny day. Attendance was the best ever due to the more visible location at the Ski Country Antiques parking lot/clearing and beautiful weather. Linda Seavey from Saddleback did an outstanding job in organizing the event.

Additions to the Floyd Hill Services Directory are welcomed so that they can be updated on the FHAPOA web site. Please contact Linda Berteau at 303-679-3025 if you have recently worked with a service or craftsman who was particularly dependable, trustworthy, reputable, and/or provided good workmanship or value.

New Business:

Josh Lewis, Holly Gangell, and Steve Painter expressed interest in renting a chipper from the County for a day in September for $150.00 to allow homeowners to pulverize brush and deadfall into mulch. Each homeowner would be asked to bring slash to the road and to help with chipping their deadfall. The time spent at each property and the shared cost per property would be dependent upon the number of property owners expressing interest in sharing the cost of renting a chipper. Steve and David LaGreca of 1002 Aspen Drive have purchased equipment to spray for pine beetle. They charge $13.00 per hour to spray trees. This does not include the cost of purchasing Savon with carbirol at $8.99/gallon from Home Depot. Steve and David can be contacted at 303-670-1488.

The next FHAPOA meeting was scheduled for Thursday, September 27, 2007 at 7:30 pm at Ski Country Antiques.
