Floyd Hill Area Property Owners’ Association Meeting Minutes Thursday, July 31, 2008 Time: 7:00 pm Location: Clear Creek Fire Authority Station U.S. Highway 40 7:00 An informative tour of the new firehouse was provided by a Fire Authority volunteer. We thank the Fire authority for providing the evening’s meeting place as a community service. 7:30 Claire Levy, 13th District State Representative chatted with attending homeowners about her experience with flagpole annexations. Her focus is on balancing development and open space considerations. Attendees at the meeting discussed their views on limited local energy rebates encouraging converting to solar and wind energy sources, and alternatives to widening I-70. Jim White was honored for his outstanding contributions as prior FHAPOA President with a gift certificate to Tanglewood Restaurant in Evergreen. Business Meeting: Call to Order: Vice President, Mike Chevarria, called the FHAPOA Business Meeting to order at approximately 8:00 pm. Minutes from May 29, 2008 meeting: (as posted at www@FloydHill.org) Anne White motioned to approve the minutes as reported on the Floyd Hill website. Karen Dobel seconded this motion. Those in attendance approved the minutes as published. Treasurer’s Report: (See full report attached by Treasurer, Holly Gangell) Balance 5/29/08 $9,871.30 Deposits + 990.00 (143 paid members to date) dues and chipper weekend receipts) Debits* - $ 944.40 Balance 7/31/08 $9,916.90 *expenses from meeting room rental ($25.00) website hosting fees $99.50, chipper weekend expenses ($804.28), administrative expenses ($15.62). Co mmittee Reports:Road Committee: Pat Aiello Tim Allen, Director of Clear Creek County Public Works, has declined to meet with the FHAPOA Road Committee as requested in a letter written to Clear Creek County to explain the Floyd Hill area road deficiencies, (need for filling potholes, grading, minimizing high berms, cleaning ditches, and erosion and dust control). Pictures of safety issues were included to Tim Allen, Director of Public Works, John Sanchez, Roads Foreman, with copies to Selby Meyers, County Administrator, all Commissioners, and their Assistant, Beth. John Sanchez is not returning Mr. Aiello’s telephone calls. FHAPOA President, Josh Lewis, will be asked escalate to schedule a meeting with County officials regarding Floyd Hill area roads.Trish and Fred Patterson from 1995 Aspen complained about a County road crew digging a ditch more than 30 feet from the center of the road on to their property without permission. County workers claimed they were preventing water from washing across the road, while the homeowners said this was not a problem at this spot in the road. County Commissioner, Harry Dale will be alerted to this questionable use of County Road time, funds, and authority. Playground Committee: Report by Mike Chevarria The Greater Outdoors Colorado (GOCO) grant request toward establishing a playground in Elmgreen Park was denied. The Committee will revise the grant and resubmit it in August. Emergency Notification Committee: Report by Mike Chevarria Mike practiced the area emergency notification system, Voice Shot, when he left each Floyd Hill resident a telephone message reminding them of today’s bimonthly FHAPOA business meeting. If you were not contacted for today’s meeting, contact Linda Berteau at 303-679-3025 to update your phone numbers with the Association, to be used in case of an emergency evacuation. Development Committee: Report by Mike Chevarria Mike continues to represent Floyd Hill at Sub-regional Master Plan Committee meetings every 2-3 weeks. Norris Design was chosen as the consultant to augment the County’s Comprehensive Sub-Regional Master Development Plan. Focus groups are being scheduled to meet with stakeholders to talk about their concerns as property owners. The Committee continues to incorporate the needs of residents, developers, Clear Creek County, and other stakeholders into a mutually agreeable plan for the future development of our area through public meetings (Design Charettes) scheduled for Tuesday August 18 and 19th from 6:00 – 8:00 pm at the Fire Authority facility located at 35713 U.S. Highway 40. Neighbor and Open Space Committeeperson, Pete Helseth is looking for ways to keep Elmgreen’s and William’s properties as open space. We will ask Pete Helseth to speak at our September meeting. Water Response Committee: No report Activities Committee: Report by Anne White A neighborhood picnic is planned for Saturday August 16th from 4:00 – 7:00 pm at Elmgreen Park. All residents are urged to bring a potluck dish and wear western garb to enhance the Western theme. Each family is also to bring lawn chairs. The Homeowners Association will provide beverages, plates, cups, silverware, nametags, cowboy hats, and bandanas. Lou Montgomery will cook beef briskets and hot dogs for all to savor. Ken Quast will arrange for Evergreen Parks and Recreation to cut the park grass for the event. Holly Gangell will organize childrens’ activities. Jim White will make and post signs to promote the event. Anne White will send out "Save the Date" e-mails and a voice shot to all FHAPOA members as well as to SaddleBack and Beaver Brook residents. Linda Berteau will bring ice for drinks. Whitney Thatcher and John and Karen Dobel volunteered to furnish cold chests. Holly Gangell and Keith Briggs will bring tables. It should be a fun, relaxing get-together! The Spring CHIPPER WEEKEND was held on June 7th and 8th with 28 families participating. The net cost was $169.28, which was under the budgeted amount. Special thanks goes to Josh Lewis and his hard-working crew: Holly Gangell, Keith Briggs, Steve Byrne, and Paul Berteau who spent 14 hours chipping a tremendous amount of trees and branches. A Fall CHIPPER WEEKEND will be held in late September. The Committee again will offer the use of a rented 84-horsepower diesel chipper to shred wood for area homeowners. The proposed cost is $20 per FHAPOA member and $40 for non-members. Slash is to be dragged and collected at designated spots along area roads, easily accessible by the chipper on a trailer. Tree trunks up to 12" in diameter can be chipped. The sawdust will be broadcasted. Property owners are expected to help chip the slash they stockpile. The Association has applied for some grant moneys to defray the cost of renting the chipper and the gas to operate it in the future in an effort to minimize the spread of pine beetle in our area and to control the fire hazard beetle tree kill creates. ____ homeowners participated in the group discount program to spray pines to prevent pine beetle infestation. ($11 per tree) offered by Lam Tree Services on June 16th. Old Business: The Floyd Hill area GARAGE SALE was held on June 21. More booths sold no longer needed items, and more patrons bought these treasures than ever before on a magnificent sunny day. Karen and John Dobel’s donated items were sold and brought $34 in proceeds for the FHAPOA’s treasury. Two truckloads of items not purchased were delivered to the Idaho Springs Senior Center after the event. Eighteen responses have been received to date from a FHAPOA MEMBER INTEREST SURVEY. This survey is assessing what issues are most important to FHAPOA members and canvassing interests for future FHAPOA meeting speakers. On Saturday, June 19th 9 Evergreen Democrats (and 1 Republican) pulled/cut noxious weeds at Elmgreen Park near the Clear Creek High School for 2 hours. Ted Browne, Clear Creek County’s noxious weed expert gave advice and helped with the project. An abundance of Canadian thistle, Dalmation toadflax, Knapweed, Dames rocket, Mullein, and bindweed were eradicated on this hot day. Even a specimen of Chinese Clematis was discovered. Mike Chevarria continues to work with Colorado Department of Transportation officials to get signs posted at the eastern and western edge of I-70 as it passes by Floyd Hill to ask truckers now to use their noisy jack brakes. He is also trying to get CDOT to replace burnt out flood lights over the bridge at exit 249. A directory of services providers recommended by area residents was passed around for additional helpful resources to be added. This Directory can be viewed on the FHAPOA web site. New Business: Kris Lee passed out information on "Be Aware! Drive With Care", a new safety program for Floyd Hill. Posted speed limits must be adhered to for the safety of residents and wildlife alike. We are reminded to be alert and kind to all road traffic. A letter will be distributed via e-mail on how to be a part of this important crusade. It was proposed that a "Be Aware! Drive With Care" sign be purchased and posted at the bottom of Floyd Hill. The idea of portable yard signs and/or decals to be attached to trash cans be offered to residents at cost. Kris will prepare flyers for distribution at the community picnic to create greater awareness of the program. She will try to get the High School involved. The County will be called to see if a speed monitor can be placed near the High School once school resumes. Kris will also look into applying for State grant moneys to keep a keen concern for road safety paramount. Remember, uphill traffic always has the right-of-way on our roads. Kris’ Roads Safety needs more volunteers. Contact her for more information at kriskinzli@yahoo.com. Teresa and Chris Gray’s cat "Blue" was missing for almost 2 weeks. An e-mail alert was sent out to local residents. Julie Westland of Beaver Brook sent an e-mail to animal advocates on the Hill that she saw a skinny gray cat and tried to catch him, but he got away. When Julie was connected to the Grays, she went to the same area where she had seen the cat and was able to catch "Blue" and reunite him with his family. This is a real success story of how cooperation between neighborhoods produces positive results. The Grays as very thankful to have "Blue" back home again! Neighbor, Pete Helseth, is working to post some vintage prints of Floyd Hill on the FHAPOA web site. These old photos were acquired from the County’s Mapping Department archives, originally obtained from the Colorado School of Mines Library. Closure and Next Meeting: The next FHAPOA meeting will be scheduled for Thursday, September 25th at 7:30 pm at the Clear Creek High School Media Room.
