Business Meeting:

 

Call to Order: 

President, Jim White, called the FHAPOA Business Meeting to order at approximately 7:45 pm.

 

Minutes from January 25, 2007 Meeting: 

            Paul Berteau made a motion to approve the minutes as posted on the FHAPOA web site.  Steve Lane seconded the motion.  All present verbally, unanimously approved the January Association meeting’s minutes.

Committee Reports:

           

Road and Bridge Committee*:                  report from Pat Aiello by Jim White

This committee is exploring the interest level of Floyd Hill residents for all roads on the hill to be paved.  Their plan is:

 

1.      Survey the number of residents living on unpaved roads interested in obtaining funding for paving their road. 

2.      Obtain a cost estimate from Clear Creek County.

3.      Obtain signatures from interested residents.

            The County is struggling to maintain all County roads on the same budget as was in effect in 1994, despite costs increased by 50%.  Harry Dale stated the County is proposing meetings with County residents in May and June to determine the interest in a mill levy so that road and bridge staff can be increased and more grading, dust suppression, and plowing activities will be available.  Clear Creek County will investigate the interest in small projects such as improving Floyd Hill roads, and chip and seal more County roads, as well as interest in larger projects such as paving County Road 103 with a shoulder for bike riders and/or improving Alvarado Road outside of Georgetown.  A bond would need to be floated.

 

            Jim White proposed inviting a representative from the Clear Creek County Road and Bridge Department to speak at the FHAPOA May meeting about their plan so that Floyd Hill residents can give their input.

 

Playground Committee:  report from Brian Kleinwachter made by Jim White

            This Committee is working to establish a playground near the tennis courts, picnic tables, and outhouse already located near Clear Creek High School at the base of Floyd Hill (see www.floydhill.org for location).  Ken Quast has provided a drawing of the playground.  The land is owned by the Clear Creek Recreation District and can be used as a playground.  Once established, playground equipment would be donated to the County, and the County would maintain the playground and furnish any needed liability insurance.  The Committee continues to evaluate the type and expense of needed equipment.  Colorado lottery dollars and local service clubs would be approached to donate funding.  Floyd Hill residents will be asked to help with the construction to minimize costs.  Similar projects have been successful in Silver Plume and Georgetown.

 

Emergency Notification Committee*:                              report by Jim White

            The purpose of this Committee is to be prepared for an orderly, safe evacuation of Floyd Hill if there is an emergency.  To make this effort successful, we must have up-to-date telephone numbers and a current list of pets on the hill.  Contact Linda Berteau at 303-679-3025 with any updated information.  Every time VoiceShot is used to alert FHAPOA residents of a meeting or event, the Floyd Hill Emergency Notification plan is being tested.  All FHAPOA officers and anyone wishing to be trained in sending VoiceShot messages are encouraged to attend a meeting tentatively scheduled for April 26.  Contact Jim White (303-679-6224) for details.  

 

Development Committee:                                                                         no report

 

Water Response Committee*:                                               report by Jim White

            Floyd Hill water drains into Beaver Brook, not Clear Creek.  The Countywide Water Augmentation Plan requires that businesses using water replace the same amount of water into the same watershed.  Attorneys hired by FHAPOA are reviewing the revised County plan before it is published, to assure commercial properties at the base of Floyd Hill are replenishing the appropriate amount of water  to Beaver Brook instead of Clear Creek.

 

            This Committee is also working with attorneys to assure that David Williams, who has proposed to build 188 apartments southeast of I-70 and the Floyd Hill overpass, is following all regulations to maintain his property’s water rights until 2011.  If evidence of non-compliance can be shown, the rights for such a massive commercial use of Floyd Hill’s water source will not be renewed.

 

            Harry Dale proposed Tim Steel, a water consultant of the Upper Clear Creek Water Association, be contacted for assistance, and Fred Ronhagen at Clear Creek County Planning be consulted for his knowledge of County water restrictions and state water rights.  Denise Moore and Rod Wolthoff have also expressed an interest in this Committee.

 


 

Activities Committee:                                   report from Jael Dale by Jim White

.           The Floyd Hill annual garage sale* will take place on June 23, from 8:30 to 2:30 at the Clear Creek High School parking lot.  There is no charge to set up a booth to sell personal items.  Contact Jael Dale (303-670-0085) if you’d like space for a booth, or if you’d like to help with this event.

 

            A summer potluck picnic* for Floyd Hill families is being planned for August.  It was suggested to stage the picnic at the proposed playground site by the tennis courts near Clear Creek High School.  Diane Quast will help Jael Dale, but more volunteers are needed to coordinate the planning.  The Association will pay for a main meat dish, plates and utensils, and Hawaiian theme decorations.  Everyone on Floyd Hill is invited to attend and enjoy a great day of fun.

 

 

Old Business: 

 

Clean-up Day:*                                                                  report by Linda Berteau

            In April and May volunteers will be seen picking up litter along Floyd Hill roads.  Volunteers are needed to pick up litter for Blue Flax Trail, Edge Cliff Place, Elk Valley Drive, Hideaway Circle, Highway 40, Hyland Drive, Saddle Ridge Drive, and Saddleback Drive.  Prizes will be given for the most unusual, useful, beautiful, largest, and grossest litter found.  Get out and stretch your winter muscles and while walking, pick up any litter blown around over the winter.  Ask family or neighbors to join you.  Clear Creek High School clubs have been asked to help with this effort.  Call Linda Berteau (303-679-3025) for more information.

Play Group:                                                                                report by Jim White

Mary Cain is organizing a play group for families with small children.  Five families have already expressed an interest.  There will be a meeting on April 24th at 8:00 am to organize this group.  Contact Mary Cain at 303-670-1736 if you are interested in knowing more.

 

Brush Clean-up:*                                                                    report by Jim White

          Are you looking for a way to get rid of some of the brush and deadfall built up on your property?  Volunteers are needed to share the cost of renting a chipper and staffing it on a day advertised to anyone on the Hill who would like to use it to pulverize brush and to make mulch.  If you’re interested, E-mail Jim White at:  president@floydhill.org

            Chairman of the Nominating Committee, Siegfried Manke, presented the proposed slate of FHAPOA officers for 2007-2008.

            Ken Quast moved to close the nomination of officers, and to approve the slate for a ballot election.  Harry Dale seconded the motion.  All in attendance affirmed the motion. 

 

Election of Officers:                                                                                               report by Jim White

            A written ballot will be mailed to all paid FHAPOA members.  Results will be tallied and announced at the May FHAPOA meeting. New officers will be inducted and start their term after the May meeting.

 

Lions Club 9 HealthFair:                                                                          Ken Quast

            The Idaho Springs Lions Club is sponsoring a 9 HealthFair at Carlson Elementary in Idaho Springs on April 14, 2007 from 7:00 – 10:00 am.  All Floyd Hill residents are invited to get their blood pressure checked for free as well as gather health information.

 

Closure and Next Meeting:

            The next FHAPOA meeting was scheduled for Thursday, May 24, 2007 at 7:30 pm at Ski Country Antiques.

 

A motion to adjourn the meeting was made by Ken Quast.  Mike Chevarria seconded the motion.  Jim White adjourned the business meeting at approximately 8:40 pm.
