Floyd Hill Area Property Owners’ Association Meeting Minutes Thursday, May 24, 2007 Time: 7:30 pm Location: Ski Country Antiques Presentation Our three Clear Creek County Commissioners, Kevin, O’Malley, Harry Dale, and Joan Drury, were in attendance at this evening’s meeting. Mr. O’Malley explained that the Henderson Mine currently accounts for 50% of the County’s property taxes. The County is searching for alternative revenue sources to fund County projects when the mine closes (expected within the next 10-15 years). The County Road and Bridge Department’s budget has remained flat since 1994 to maintain 200 miles of County roads despite increased County population, road usage, and increased material and labor costs. There are currently 10 staff members. Four additional staff members are proposed to keep up with area road/bridge maintenance and plowing. Colorado law requires that the County eradicate the noxious weed, Chinese clematis, by 2008. Every private landowner will be required to eradicate Chinese clematis on his/her property to avoid legal/financial penalties. The Commissioners are holding local meetings to determine residents’ priorities for road and bridge projects within the County. If there is enough interest, the Commissions will propose a 6.18 mill levy on the November election ballot. This proposed, temporary (8 year) tax would fund 7 major capital improvement projects starting in 2008 and would cost the average household an extra $108 per year. Even if the mill levy does not pass, 22 projects have been planned for 2007-2008. They include five projects on Floyd Hill: - Aspen Drive/Hy Vu intersection realignment (scheduled for 2008 $52,388) - Aspen Drive drainage improvements (scheduled for 2008 $79,756) - Beaver Brook Canyon Road Chip Seal Project (scheduled for 2008 $36,205) - Ponderosa Drive Chip Seal Project (scheduled for 2009 $37,150) - Meadow View Drive Pavement Overlay Project (scheduled for 2011 $170,654) Comments and ideas are solicited and can be expressed by calling 303-877-1315, 303-679-2312, or e-mailing kevinomalley@remax.net. Business Meeting: Call to Order: President, Jim White, called the FHAPOA Business Meeting to order at approximately 8:15 pm. Minutes from March 29, 2007 Meeting: Mike Chevarria motioned to approve the minutes as posted on the FHAPOA web site. Pam Andrews seconded the motion. All present verbally, unanimously approved the March Association meeting’s minutes as presented. Treasurer’s Report: (See full report attached by Treasurer, Jael Dale) Current Balance $7,701.01 152 residents have paid dues to date. The Treasurers report was accepted unanimously by a verbal vote of all in attendance after so motioned by Paul Berteau and seconded by Anne White. Committee Reports: Road and Bridge Committee*: No report Playground Committee: No report Emergency Notification Committee*: Linda Berteau The Voice Shot system is used by FHAPOA six times per year to practice alerting Floyd Hill residents of an emergency if orderly, safe evacuation of the area is needed. The cost to the Association is $.12 per call. To make this effort successful, we must have up-to-date telephone numbers and a current list of pets on the hill. Jeff Hume is also trained in the emergency notification system. Development Master Plan Committee: Mike Cheverria A Request for Proposal has been distributed for the proposed intersection of I-70 and Floyd Hill. The bids and described action have not yet been returned. Water Response Committee*: No report Activities Committee: Jael Dale . The Floyd Hill/Saddleback Mountain annual garage sale is scheduled for Saturday, June 23, from 8:30 am to 2:30 pm at Ski Country Antiques parking lot and clearing. The new location is to stimulate more visitors by increased visibility to I-70 traffic. In case of rain the event will be moved to the Clear Creek High School parking lot. Linda Seavey from Saddleback is organizing the event. There is no charge to set up a booth to sell personal items. Contact Linda Seavey at 303-567-4363 if you’d like space for a booth or if you would like to volunteer* to make/place signs or direct traffic. If you have items you would like to donate for sale with proceeds going to FHAPOA treasury, contact Linda Berteau at 303-679-3025. Ken Quast has volunteered to donate any unwanted items that don’t sell to the Evergreen Senior Center. Please come to buy or sell. Floyd Hill Picnic: A family potluck picnic for Floyd Hill families will be held on Saturday, August 25th. It will take place near the tennis courts by Clear Creek High School, at the proposed playground site. Invitations for a Hawaiian theme will be mailed in July to all FHAPOA members. Each attendee is asked to bring a side dish. Jael and Harry Dale and Diane Quast are looking for volunteers* to help with decorating, set-up, and clean up. The Association will furnish a fried turkey, tables, chairs, canopies, paper products, and utensils. A softball game and other fun family events will be planned. Bring your whole family and enjoy a great day of fun with your neighbors from Floyd Hill! Old Business: Linda Berteau Thanks to the following Hill residents for picking up litter along the major roads of Floyd Hill in April and May: Mike Cheverria, Harry Dale, Johanna, Sienna & Noah Halgren, Gail Hill, Diane & Ken Quast, Pat Aiello, Linda Grambley, Anne & Jim White, Siegfried Manke, and Linda & Paul Berteau. Members of the Clear Creek County High School Student Council and Honor Society picked up litter along Beaver Brook and Highway 40 on May 24th. Many bags of trash were collected and discarded. Prizes for unusual/extreme litter picked up will be awarded at the Association picnic. The Activities Committee hopes to make this spring clean-up an annual event to help residents keep the area litter-free after the winds of winter. We can all help by placing garbage in sturdy tightly sealed containers that cannot be overturned by wind or animals. We also ask that you report the license number of anyone throwing cigarettes or litter on the ground to any FHAPOA officer. This class prepares them to participate in fighting a local fire. - Animal Control is preparing a safe haven database. - The Mountain Pine beetles attack live trees of 6” or more in diameter. Infected trees must be sprayed or cut down before July 1st when the beetles fly. Signs of infestation include BB-sized holes where the larvae re-emerge and/or white/yellowish popcorn-like sap on the bark. The IPS beetle generally attacks dead trees and produces 3 generations per summer. To prevent spread, cut down beetle-infested trees and cover them in with a heavy grade plastic and place them in the sun for 6 hours per day so that the temperature in the plastic reaches at least 110 degrees. Infected cut trees may show a star-like blue stain in the tree trunk. Preventive measures include spraying select trees with Carbaryl, Dragnet, Astro, or Onyx (the most environmental friendly chemical). Spraying costs from $5.00 - $12.00 per tree. State Forest Entomologist, Angyo, and District Forester, Gallan from Golden, can answer individual homeowners question about Mountain Pine and Ips beetles, Spruce budworm, and moths. Call them at 303-279-9757. - The Evergreen Fire Protection District is developing a plan to assess fire risk and an effective evacuation plan. - The File of Life program places a magnet on refrigerators telling of residents’ medical conditions and medicines needed. Emergency personnel are trained to look for this vital information in case of an emergency. - Larry White is doing a local noxious weed inventory. The Colorado State Theater Festival will be held at Clear Creek High School from June 13 through June 16th. Animal Shelter: The Clear Creek County new 4,000 square foot animal shelter will have its grand opening in August. Chipper: Anyone interested in renting/staffing a chipper to pulverize brush and deadfall into mulch this summer, contact Jim White at 303-679-6224. Closure and Next Meeting: The next FHAPOA meeting was scheduled for Thursday, July 26, 2007 at 7:30 pm at Ski Country Antiques. A motion to adjourn the meeting was made by Anne White.
